  5.     The nation's oldest civil rights group's opposition to the
  6. second black ever nominated for the U.S. Supreme Court showed
  7. the depth of emotion generated by the selection of Clarence
  8. Thomas to replace retiring Justice Thurgood Marshall. In
  9. announcing the N.A.A.C.P.'s decision last week, chairman William
  10. Gibson praised Thomas' personal success in rising from rural
  11. poverty in Georgia to the federal Court of Appeals but
  12. criticized his "insensitivity to giving those who may not have
  13. any bootstraps the opportunity to pull themselves up as well."
  14. Translation: liberal activists view Thomas' skepticism toward
  15. affirmative action as a fatal flaw. Within hours, the AFL-CIO's
  16. executive board joined the opposition, and the Leadership
  17. Conference on Civil Rights is now virtually certain to fight
  18. Thomas too. The latest pile-on by Thomas' adversaries poses an
  19. obstacle to Senate confirmation, which until last week had
  20. seemed a good bet. Most Senators will now suspend judgment until
  21. the Judiciary Committee quizzes the nominee next month.

  23.     Ironically, Thomas' strongest advocate in the Senate,
  24. Missouri Republican John Danforth, last week accused the White
  25. House of "trying to turn the clock back on civil rights."
  26. Danforth had been attempting to broker a compromise between the
  27. Administration and Congress over the new civil rights bill. But
  28. Bush rejected a bipartisan plan to bar employers from demanding
  29. higher qualifications than a job requires, a practice that can
  30. tend to discriminate against minority applicants. So when the
  31. Senate returns from its August recess, it will deal with two
  32. explosive issues centering on affirmative action.
